AMHRO went to the MHOAA 2011 Convention in Washington, DC

Four (4) AMHRO Officers, while at a MHOAA Convention in Washington, DC in October, had pre-arraigned appointments with the staff of Senator Tim Ryan and Representative Rob Portman. Since we were speaking on the Federal level, It was necessary to speak of MHOAA’s Federal Legislation Agenda. This is just one of their goals:

 

Bill of Rights for Manufactured Home Owners

Many people living in manufactured housing communities lack fundamental freedoms: freedom of assembly, freedom of speech, freedom from retaliation, and the right to equal protection under the law.

While there is no specific bill in place to address these fundamental freedoms they could be attached to other bills and would require jurisdictions who are awarded federal HUD funding to guarantee that this “Bill of Rights” is enacted to protect the manufactured homeowners living in those jurisdictions.

The Bill of Rights would include:

1.  Freedom of speech (including, but not limited to, the right to distribute informational/educational fliers about the rights of manufactured home owners);

2.  Freedom of assembly (including, but not limited to, the right to organize a home owners’ association, the right to peaceably assemble, and the right to hold association meetings at the community’s clubhouse to discuss issues of importance to manufactured home owners, and the right to exclude from the meetings community owners, managers and other agents of the owner);

3.  Freedom from retaliation (including, but not limited to, the right to be assured that there is a rebuttal presumption of retaliation if the community owner attempts to raise the rent of selected homeowners or evict selected homeowners within 6 months of them forming/joining a home owners’ association at the local, state or national level; and

4.  The right to equal protection under the law (including, but not limited to, the right to the peaceful enjoyment of one’s home and the uniform and consistent enforcement of rules and regulations.
